Combine a normal tile with a transparent tile

I have 2 tiles, one is grass and the other is a bush with transparency. I would like to know if there's a better way to combine them other than copy pasting the grass on an unset tile, and then copy pasting the bush onto the unset tile, and then turning it into a new tile.

Hi,
I think its possible to create a layer with less opacity on top of the grass tile and then merging the layers.
1. Create a new layer.
2. Click the setting button for the Layer.
3. Set transparency and name the Layer.
4. Click OK
5. Paint
6. Click the merge layer button
7. Done
