Layers disappear when selected

I wasn't entirely sure what to name this bug, but it does end up with your layers disappearing when selected
The process to replicate the bug:
1. Open a document or use your existing if you already have one open
2. Add a second layer (if you don't have one)
3. Click on the "Apply to next down" button (as seen in the gif)
4. Hit Ctrl + z to undo the change.
5. Click on the eye icon on one of the layers and click on the opposite layer afterwards.
Expected result:
Selected layer being highlighted
Actual result:
All layers disappear temporarily until you drag the window up or down.
For each time you click the eye icon and select another layer, this will be the result from now on.
