After quickly testing out the new fresh release I noticed a bug when using the new shape tools.
You can see the problem in the gif below. You'll also notice that it does actually work occasionally.

How to reproduce:
1. Choose ellipse tool or Rectangle tool
2. Hold down Cmd/ctrl + shift to center your shape and lock ratio
3. Let go of Shift again, change the ratio of your shape
4. Hold down shift again and move your mouse

Expected result:
The shape should change size in a smooth motion eg. per pixel.

Actual result:
The shape snaps at inconsistent positions.

If I understand you correctly, that is because of the Exact ratio setting. It only allows shapes with the exact aspect ratio you had when pressing shift, so because of the limited resolution it will skip shapes in between. If you disable it the ratio will be more relaxed like you describe.
Maybe exact ratio locking should be off by default though.

Oh yeah that is true.. Ahh so that is what the exact ratio setting is for, thanks for the clarification.
