Inconsistent color import from same palette with different size

While working with the palette below, I noticed that upon import from an image, that duplicates were missing. Following the instructions below, you should be able to get similar results. How to replicate: 1. Save and import the first/upper image into PE using color->"import from image" Notice that duplicates aren't imported. - The current result 2. Save and import the second/lower image into PE using the same method Notice that all the colors, including the duplicates are being imported. - The expected result 2.1 Alternatively, rearrange the first one, export and import into PE again. Notice that all the colors, including the duplicates are being imported. - The expected result Here are the two palettes: This one was taken directly from a forum thread, and imported into PE image after import the result should look similar to this (width: 14, height 4) After being, rearranged, added missing duplicates and exported again - expected result after re-import.
