Combined Layers in tiles

New user here. Liking the program a lot, thanks!

One major big bummer to me, though, is that the layers represent only "tile" layers, and it's not really possible to design and keep each tile with their own "pixel" layers. You can create a new layer and draw on top of the tile, yes, but if you want to incorporate that layer's content into the tile, you have to (as far as I can tell) "apply" the layer.

It would be wonderful if there was a way I could draw in any arbitrary layer, and the bottom "tile" layer provided the mappings for each tile, and the contents of each tile represented the entire layer stack, like this:

(in this example, the yellow dots are drawn in Layer 1, and I'd like them to be a part of tile 4 without applying the layer)

This would be the only thing necessary for me to switch away from Photoshop for this kind of work. Thanks!
