Animation Frame Range Interval

I have a sprite sheet for a top down sprite.  I would like to be able to animate it by rows and columns.  Vertical and horizontal.  I was thinking that an easy way to do that would be an interval setting with the frame range.  I.E, animate every 8th frame only.
