Ehm I am not sure i understand your question, do you want to animate everything in one tile rather than a sprite sheet where you move your object to a new tile and modify etc...?
As far as i know, that is not possble.

Is there anyway to set a tile as an animation. For example: making an animation of twinkling stars than setting that as a tile?

That was kind of my questions. I was wondering if you could export an animation (GIF) and then use that as a tile.

You can just have a bunch f the same tile in a row, then the animation. I did that for my pixel joint pixel art competition. That way I have 'random' effects. It's just a long animation.
