A free and open-source alternative to Minddesk Qubicle which hotdog posted, is MagicaVoxel which can be found here: https://ephtracy.github.io

I've personally never used a voxel editor before but i've seen lots people talk about them, and you can't beat free and open source ;)

Qubicle might be more similar to PE though.
