Are you holding the key or tapping it? It's a toggle shortcut, so you have to hold it while clicking. It does activate the menu if you press and release it without clicking, but this is the case in other applications like Photoshop too.

The tooltip of the Color Picker tool button says the keyboard shortcut is Alt, but the Alt key on my keyboard (I'm using a windows laptop) doesn't enable the color picker, even while held down.
Instead it just highlights the "File" button in the menu bar:
EDIT: Just figured out that right-click serves the same purpose and is even more convenient, but I still consider this a bug.
