Exporting Gif shifts frame time adjustments to previous frame

When exporting Gif with frame time adjustments, the adjusted times are shifted to the frame before the one set in the editor causing the animations pacing to be different in the Gif than in the editor. The work around is to bump all frame time adjustments forward one frame in the editor (put the last frames time on the first).

(Update) With further investigation it seems to be an issue only with the previewer shifting the frames backwards as it seems to match the editor everywhere else.
