I've been following some video tutorials wherein they use the bucket fill tool to fill only one tile, but I can't figure out how to do this. It always fills the entire page. Even if I have all tiles as "tile 0" except for one which is "tile 1" (for example) and I attempt to fill "tile 1", it fills the entire page.

When you have the bucket fill tool selected, at the top of the screen there should be some checkboxes:
Restrict to tile (This is the one you want, check this box!)
Use all layers
Contiguous
