I googled around a bit and it seems it can have different reasons: not being verified, connecting from a country that differs from the accounts, having an abroad telephone number registered, sending money too soon after transferring to the account etc. PayPal can be a bit picky at times. :/
Maybe some of the things above help, if not try contacting their support.
