You'll need to select the Tile Placer tool, either by pressing A or by clicking the tool's button in the toolbar (it's the one right below the Color Picker tool). When you have it selected, you make tiles from you canvas by Ctrl+Right Clicking on the tile on the canvas. If you hover over the button, a tool tip explains how the tool works.
