Zoom Tool allows less zoom for larger canvases.

I have a 2048 x 2048 canvas with 8x8 tiles. I can zoom to 4x. Zooming further (8x) makes the entire canvas appear as the white, striped, transparent tile. After resizing the canvas to 2048x1024, I can zoom to 8x. 16x yields the white, striped, transparent tile.

A 512x512 image with 8x8 tiles can zoom to 16x. 32x... you know the drill.

This affects both views separately. (Preview, and the canvas you interact with.) So if preview is too high a zoom, but canvas is not I will still see canvas but not preview and vice versa.

An image with one 8x8 tile can zoom all the way to 128x.

It'd be nice to have 8x zoom at least working on a 2048 x 2048 canvas. I can't imagine working larger than that, or needing to zoom further than that.
