Yeah, I wasn't happy with this either so I have changed the way the tool works for the next release. Now you use the right mouse button to select the end frame, or you can click and drag to select a range.
Panning during animation start/end select

When panning (Space+Drag) during selection of animation start/end with the "Set tiles of animation" tool, the tool is reset.
So, if I have a big tile sheet, I select the first frame, then I need to pan to select the end frame, this won't work.
Zooming out is an option but it feels like a bug.
