Will we ever get these tools? to help with effects such as lighting ect. Im 100% sure this has to of been asked before but i could not find the post so sorry for spam post :)

You are correct, it has been requested before. Given that it's not among the most requested features, I doubt that it's going to happen anytime soon though.
No need to apologise, the more a feature is being requested, the higher the chance is, that it'll be implemented :)

Would be a nice addition, especially if there is a transparency gradient mode like the one in paint.net (example of use below - could be used for fancy lighting effects)

If implemented with a threshold to control it's color index, it could be useful. Otherwise I don't see it being useful, but that's just me speaking as a pixel purist ;)
